Calisen, Energy Metering Germany (EMG), and Power Plus Communications (PPC) complete the largest Meter Asset Provider (MAP) agreement in the German market
In a major step for Germany’s digital energy transition, Calisen, Energy Metering Germany (EMG), and Power Plus Communications (PPC) have completed the largest Meter Asset Provider (MAP) agreement ever signed in the German market. The partnership brings a proven financing and operational model, already widely successful in the UK, directly into the German smart meter rollout.
Under the Meter Asset Provider (MAP) model, Calisen is responsible for funding and owning the Smart Meter Gateway as well as the meters, providing these assets to Energy Metering Germany (EMG) under a long‑term lease. Energy Metering Germany (EMG) will manage the installation of the iMSys for its customers.
By opening access to international capital and combining it with deep market expertise, this partnership gives Metering Point Operators significantly greater planning certainty as they scale up metering point operations. Ultimately, this strengthens and accelerates the digitalisation of Germany’s energy transition.
A New Funding Pathway for the German Market
The collaboration between Calisen, Power Plus Communications (PPC) and Energy Metering Germany (EMG) introduces a new capital source for the German smart meter rollout. The Meter Asset Provider (MAP) model, which has played a crucial role in the UK's mass deployment success, offers German market participants an alternative to traditional investment approaches.
Energy Metering Germany (EMG), an Octopus subsidiary, plans to install more than 250,000 smart meters by 2028, supporting both their own customers and smaller local metering point operators as well as the real estate industry. In the first phase of the partnership, Calisen will provide project financing of approximately €100 million for hardware and installation, with the option to expand this commitment in the coming years.
Calisen is responsible for the procurement of the intelligent metering systems and related components. Energy Metering Germany (EMG) and Power Plus Communications (PPC) will work together to enable the rollout of grid-serving flexibility management across the networks. Power Plus Communications (PPC) will deliver the flexibility management functionality through the SMGWplus software update. This growth-oriented partnership aims to deliver new service options for small and medium-sized businesses and for the housing sector, creating synergies in the nationwide rollout.
